The study “Analysis of the system of preservation and access to Lithuanian audiovisual cultural heritage and recommendations for its development” was commissioned by the Ministry of Culture of the Republic of Lithuania. It is the first study to identify the state of audiovisual heritage in Lithuania, attempting to determine the nature of audiovisual heritage, its institutional and legal concepts, identify the most sensitive problems, and propose solutions to them.
The aim of the study was to collect data on the scope of audiovisual heritage in Lithuania, its state of conservation and accessibility, and to draw up recommendations for the development of this part of national cultural heritage. The study consists of five chapters and annexes. The second part discusses the concept of audiovisual heritage and its conceptions in legislation; the third part presents empirical data; the fourth part looks at the best international practices in the system of preservation of and access to audiovisual heritage; and the fifth part, on the basis of the analysis of the data collected, gives recommendations for the development of the system of preservation of and access to audiovisual heritage of Lithuania. The recommendations consist of three models of development: a) under existing conditions; b) through medium-scale national strategic and management changes; c) the “ideal” model. Finally, the last part presents case studies of the institutions involved in the study. We hope that the study will contribute to the development of the highly relevant and fragile field of heritage protection.
